Council seeks your views on changes to resident parking permit rules

A proposal has been submitted by Councillor Cem Kemahli, Lead Member for Planning and Public Realm, to extend the eligibility of parking permits.

In the previous years, the number of residents’ parking permits in the borough has been gradually declining (between January 2023 and January 2024 the number has dropped by 14.5%, faster than elsewhere in London).

Currently, residents living in properties listed as a second home are not eligible for a residents’ permit. The significant decrease in residents permits has prompted a reexamination of permit purchase eligibility, and a proposal to broaden eligibility to include second home owners.

Details of the proposed changes:

  1. Remove the restriction that prevents residents of ‘second homes’ from buying a parking permit

  2. Introduce a separate permit type for residents of ‘second homes’, priced the same as other residents’ permits

  3. Cap the number of these new permits issued to 2,000 (to prevent pressure on existing spaces)
